About our RDA projects
To streamline the approach to disposal and “future proof” our Retention and Disposal Authorities (RDAs) as much as possible, we encourage the development and use of RDAs based around broad functions.
Public Record Office Victoria (PROV) does not require each agency to have its own specific RDA unless it is a high risk or high value function.

Human Resource Function |
PROV is in the process of replacing and modernising PROS 07/01 RDA for Common Administrative Functions. The RDA requires replacement to provide sufficient coverage for current and ongoing administrative practices of the Victorian Public Service. The first RDA issued as part of this project will cover the following Human Resources functions: employee management; health, wellbeing and safety; industrial relations; and staff development. |
Public Health |
The Department of Health (DoH), in collaboration with COVID-19 Quarantine Victoria, is developing a new RDA to replace the existing RDA for public health functions (PROS 08/15). The RDA will cover specific public health functions including communicable disease control (including pandemic responses), the development of emergency public health orders and directions, medicines and poisons regulation and chronic disease prevention/health promotion. |
Victoria Police | Victoria Police has commissioned an appraisal project to review its functions and replace its existing RDA, PROS 10/14 for Records of Victoria Police, with a new RDA. Key areas of focus: • Account for changes in legislation and regulations • Relevant Royal Commission recommendations • Internal business practices and systems • Current recordkeeping and information management practices and standards • Production of an easier to apply RDA through the ‘rolling up’ of classes and use of easy to apply disposal triggers. |
Portable Long Service Authority | A project is underway to cover the functions of the Portable Long Service Authority (PLSA). The functions of the agency include providing a scheme for the portability of long service benefits to eligible workers in the community services, contract cleaning and security industries. |
Valuer-General Victoria | Valuer-General Victoria is working on a new RDA for its specific functions as the Victorian Government's authority on statutory valuations. The functions include overseeing valuations for Victorian Government property transactions, rating valuations, valuations for council rates and land tax assessments. |
Victorian Institute of Forensic Medicine | A project is underway for the Victorian Institute of Forensic Medicine (VIFM) to add functions to the existing PROS 15/02 RDA for Medico Legal Death Investigation, including forensic services and tissue bank functions. |
Treasury and Finance | The Department of Treasury and Finance (DTF) is developing a new RDA to replace their existing RDA (PROS 99/02). The RDA will cover the specific functions of DTF including the management of Victoria's budget and the development of economic and fiscal advice and policy. |
Labour Hire Regulation | The Labour Hire Authority (LHA) is developing a new RDA to cover its functions including licensing labour hire providers and undertaking education, enforcement and compliance activities. |
Centre for Data Insights | The Centre for Data Insights is developing a new RDA to cover its functions including secure data sharing across government and centralised data reporting to support informed senior government decision making. |
Office of Public Prosecutions | The Office of Public Prosecutions is in the process of replacing their current RDA, PROS 04/03. The RDA will cover records documenting the function of prosecuting serious offences and conducting criminal appeals in Victoria’s courts. |
In conjunction with these projects, we are implementing an approach to expand our existing RDAs to cover agencies that perform similar functions. On application, agencies might be included under existing disposal authorities.
