Indigo Shire was created in 1994 by Order of the Governor in Council published by Victorian Government Gazette No. S87 18th of November 1994. It consists of the former Shires of Rutherglen II (VA 2501), Beechworth III (VA 2384), Chiltern II (VA 4982) and Yackandandah (VA 2542).
The creation of the Indigo Shire was constituted as part of a state-wide program of local government reform between 1993 and 1995. This reform reduced the number of councils from 210 to 78.
