  • Function / Content
    This series comprises subject correspondence files containing inward and copies of outward correspondence created by the Victorian Government Printing Office (Law Printer). The Victorian Government Printing Office was a division of the Department of Property and services (VA 430) from 1981 to 1991. In 1992 it became a division of the Department of Treasury (VA 3007) and subsequently the Department of Finance (VA 3016), in the same year.

    This series documents the central administration of the function which included the printing and publishing for the Victorian Public Service and the Victorian Parliament. The responsibilities of the Victorian Government Printing Office (Law Printer) included the production of the Government Gazette, Victorian Public Service Notices, Hansard, annual reports and other government forms and publications. The agency was also responsible for the administration of government advertising.

    From Federation in 1901 to 1929, the Victorian Government Printing Office (VGPO) was also responsible for the provision of printing services to the Commonwealth Public Service and Parliament.

    During 1990/1 the Victorian Government Printing Office was restructured, into four core business units following Government deregulation in 1990/1991, which allowed Government departments to choose other printing services. In response the VGPO reviewed its operations, and the name of the organisation was changed to Printing and Publishing Services Victoria. In 1995 the core business units were:

    Corporate image, which printed corporate identity stationery, such as letterheads;

    Creative solutions, a printing consultancy business;

    Fast copy, an instant printing and photocopying business; and

    The Law Printer which published all parliamentary items. This function which was considered the core of Printing and Publishing Services Victoria work, was not deregulated.

  • Recordkeeping System
    Files in this series are arranged in an annual single number sequence ranging from 1981/001/1 to 1992/ 004/1. File numbers were apparently allocated from file registers, which have not been located and may not be extant. A number from 1 to infinity was allocated regardless of subject matter and is prefixed by the year of creation. At the start of each calendar year the first file number allocated reverts back to 1. This annual single number system contains an additional feature in the form of a third number ranging from 1 to 8. This number refers to a part of a file, i.e file 1981/ 021/4 refers to the fourth part of file 21 created in 1981. Files from this system are also located in VPRS 9558 Personal working papers.

    According to reviews into the Victorian Government Printing Office correspondence registry system conducted by the Public Service Board in 1968 and by registry staff in 1981, inward and outward correspondence was controlled, classified and indexed through the creation of an authorised list of subject headings, and Proper and Subject Name index cards. In 1989 the index card system was replaced by a database, and the index cards appear to be non extant. The authorised list of subject headings, index database, and file movement cards were not located at the time of the transfer of the P/1 consignment of this series. File movement was controlled by means of a file movement card located in the front cover of each file, which was retained by the registry until the file was returned.

    Series Date range

    This annual single number system of file control commenced in 1981 after a review of the Victorian Government Printing Office registry system in 1981. The contents date range of this series extends back to 1916, as files raised in 1981 contain some top numbered files and correspondence from the previous Alpha numeric system. This series also contains top numbered personnel and administrative files from a previous multiple number system.

    The annual single number system was succeeded in 1992, apparently after the agency was restructured, by individual filing systems. It is probable that these systems were also operating concurrently with the annual single number system up until 1992. For records please refer to VPRS 9558 Personal Working papers.
