How to use this Series
These files document the activities of a succession of agencies between 1977 and 1993 responsible for the promotion and review of solar energy use and research and, from 1990, for energy conservation.
There is no index to these files. Files were registered within VPRS 8808/P1 Register of General Subject Correspondence Files. This register is simply a listing of files created within each primary classification. It appears to have been a word processed document. Entries for some files are hand written, so presumably the document was updated periodically.
As all files transferred to the Public Record Office have been listed on the Records Description List, the most convenient way to identify relevant files is to scan the list. First identify the relevant primary classification eg: A1 Administration, G1 Grants, S2Solar Energy etc.. Scan the list and note the unit numbers of the boxes containing files of interest.
To assist researchers, a guide to the primary and secondary classification has been placed with the Records Description List.
At the time of transfer (1993), some files were retained by the agency. To identify registered files still in the custody of the agency at that time, use the register. First select the relevant primary classification and then note the file number and title of files not listed on this record description list.
Function/Contents
The record keeping system encompasses this series and VPRS 8808 Register of General Subject Correspondence Files. The file classification scheme was unconventional. It consisted of a primary classification based on function, activity or subject. Primary classifications such as Administration, Budget, Committees, Education, Procedures, Research, Solar Energy, and Wind Energy were used. Each primary classification was identified by an alpha/numeric number eg: Administration was A1/, CommitteesC1, Conferences C2 etc.
For some primary classifications there is a secondary classification.
For example the primary classification 'Administration' has secondary headings for Accommodation, Accounting, Equipment, Vehicles and Support Services. Secondary classifications were identified numerically eg: Administration, Accounting was A1/1, Administration Equipment was A1/2.
Files registered in classifications other than Grants (including NERDDC Grants), Projects, Marketing and Committees were then numbered sequentially.
Where there is no secondary classification, files were numbered sequentially within the primary classification.
eg: W1 / 6 Wind Energy / Wind farms in Victoria, was the sixth file registered in the primary classification Wind Energy.
Within the primary classification Marketing (M1) there is no secondary classification but separate files relating to the marketing of solar products appear to have been created for each company/product. Those files have been given an alphabetical identifier.
eg: M1/6 Solar Product Marketing M1/6/A Rankin Engineering - Time Switching Processor M1/6/B JED Microprocessors - Weather Station - Vine Yards
Within the primary classification Committees (C1), some files have been sequentially numbered
eg: C1/1 Formation of VSERC C1/2 VSERC Official Minutes C1/5 Technical Standing Committee - Meetings and Reports
Subsequently files apparently relating to specific committees established to advise the council have been numbered sequentially within the classification C1/7. eg: C1/7/1 Formation and Policies of VSERC C1/7/2 VSEAC No.1 C1/7/12 Publications Committee
Files created within the primary classifications 'Grants' and 'Projects' were registered within an annual single number sequence
eg: G1/4/80 Solar Tempered House is the fourth file registered in the grants category in 1980.
P2/32/78 Solar Water Heating System Maryborough Hospital is the thirty second file registered in the projects classification in 1978.
With the creation of the Renewable Energy Authority Victoria in 1990. A new annual single filing system commenced, which incorporated the remaining files, although, some evidence exists that both systems were maintained until 1993. Guide to the Classification System
