  • How to use the Records
    Scan the records description list for items of interest.

  • Function / Content
    The series consists of records documenting the regulation of commercial transport by the Road Traffic Authority (RTA) and its predecessor, the Transport Regulation Board.

    In 1984 the RTA requested PROV authorisation to destroy the records. The agency forwarded sample files to assist the PROV to consider their application for permission to destroy the records. Prior to destruction, many of the files had been microfilmed as part of the RTAs recordkeeping practice. The destruction of the record was approved by the Keeper of Public Records on 19 December 1984. The PROV decided to retain the sample files as an example of the administrative practice of the Road Traffic Authority.

    A similar sample of Commercial Goods Vehicle Licence Files has been retained as VPRS 7357.

    The sample of VPRS 8619 retained consists of examples of

    Goods Permits

    Every owner of a commercial goods vehicle was required to have the vehicle licensed. The licence authorised the owner of the vehicle to operate within a certain area. To operate outside the designated area, drivers required either a trip or periodical permit. Most permits in this category were discontinued from 30 June 1981.

    Drivers Certificates

    Drivers Certificates were issued to drivers of commercial passenger vehicles (buses and taxis) and tow trucks. A summary record of each drivers particulars such as name, address, drivers licence number, certificate number and industry, his/her file was microfilmed and the hardcopy file was destroyed.

    Authorised Log Book Name Cards and Log Book Application Forms

    The cards constituted a record of the issue of log books to drivers. Drivers were req1uired to maintain a record of driving and rest periods. From 1980 the cards were replaced by application forms after receipt and the hard copy was destroyed.

    Passenger Papers and Files

    There were two categories of records known as passenger papers and route files. Passenger papers recorded the licencing of operators of taxis and buses. The files record the administration of the following categories of permit: special vehicle (bus), metropolitan taxi, country taxi, urban taxi, metropolitan charter (bus), urban omnibus, country omnibus, towing school bus, touring omnibus and touring passenger vehicles.

    Route files or Metropolitan Omnibus files documented the regulation of bus company operators. There was a file for each operator. The records were microfilmed and the hard copy records were retained for one year.

    Prosecution Files and Offence Reports

    Prosecution files documented court action taken against offenders. Offence Reports document the administration of breaches of permit that did not warrant court action. All files were retained for a year and then microfilmed. The hard copy files were destroyed a further year after the microfilming had been completed.

    The microform record were retained as a reference copy by the agency.
