- How to use the Records
This index provides planning appeal file numbers located in VPRS 4068, VPRS 8345 and VPRS 8347. The index controls files created between 1976 and July 1989. Appeal numbers will also provide access to VPRS 8376 Register of Appeals, Planning and VPRS 15563 Register of Determinations, Planning Appeals.
The index is arranged alphabetically by name of the municipality. To use the index researchers will need to know the municipality and the address at which the property or area in which they are interested was located. It would be useful, although not essential, to know the name of the appellant and the nature of the appeal. These could be used to confirm, from information on the index card, that a file to be requested is the right one, prior to the file being requested.
When an appeal number or numbers have been located researchers should consult the consignment details of the series listed above, depending upon the year of creation of the file.
Note: VPRS 8345 and VPRS 8347 were culled prior to the records being transferred into archival custody. Approximately 40% of planning appeal files were destroyed. The records retained were granted or amended appeal files, all drainage files and a sample of 0.05% of unsuccessful and withdrawn appeal files. Some files relating to cases appealed to the Supreme Court are also included. In addition it is believed that, at an undetermined time, virtually all files created in 1981 and 1982 were destroyed by the agency.

This series was created to provide access to planning appeal files.
Contents Each card has the name of the municipality written at the top. Entries may be recorded on both sides of cards and, where there is more than one card for a municipality, the cards are numbered sequentially. Entries are arranged in columns which generally do not have headings and which record the address of the property, the appellant's name, the intended use of the property and the appeal number.
In the custody of the AAT the cards were stored in a single, two row index card table. Alphabetical groups of cards were separated and identified by tagged divider cards. Many of these divider cards were either missing tags or absent altogether. A number of index cards were also missing. It appears that they were removed at an unknown time to allow room for the creation of new cards. Card 12 for City of Prahran, for example, bears the note, "Cards 1 - 11 in draw". The location of the missing cards or the draw referred to has not been determined.
Date Range The commencement date for this series is uncertain. The cards in custody have a clear contents date range of 1976 to 1989. Entries on the cards dated up to 1983 appear to have been typed at the same time and provide access to file numbers for the period 1976 to 1983. This would indicate that the series may have commenced to be created in 1983. In 1981, when VPRS 3153 was first registered, it was known that an earlier index to appeal files existed but had been retained by the Town Planning Appeals Tribunal. That index has not been located and its relationship to this series is unknown.
Subsequent Series From July 1989 the AAT employed a computer based case management system known as Courtlink. From that time the manual registers and index ceased to be created, all inquiries being directed through the computer data base.
A computer output index is produced annually and has been transferred into archival custody as VPRS 8375 Index To Appeal Files [Computer Output Index].
VPRS 8375 is the subsequent series.
- Recordkeeping System
Cards were arranged in an alphabetical sequence by name of municipality, Alberton Shire to Yea Shire.
As part of the recordkeeping system Appeal Files, Planning (Refer to VPRS 4068 and VPRS 8345 and VPRS 8347), and VPRS 8376 Register of Appeals, Planning and VPRS 15563 Register of Determinations, Planning Appeals were created.
