    Using the Records

    There is no index or other controlling record for this series and this series does not control any other record series. Researchers may locate references to some matters dealt with in this series in VPRS 8212, Minutes - Housing Commission Victoria.

    Contents/Functions

    This series consists of the record of proceedings of information meetings of the Housing Commission. The records are not formal minutes but are referred to as "diary notes".

    The first meeting was held on 26 March 1975 and the diary notes for that meeting establish the format and purpose of the meetings. The notes reveal that:

    meetings were "to be informal - any formal decisions to be submitted to Commission meetings...... for approval - any Diary Notes taken are not for general circulation...."

    meetings were to be held at least fortnightly

    initially there was to be no formal agenda, "each Commissioner to bring along items which he would like to discuss"

    the Secretary of the Commission was to be present unless otherwise advised.

    Each set of notes is typed and headed, "Strictly Confidential", "Not for Circulation" and "Informal Meeting of Commissioners". The notes record those persons present at the meeting, apologies, matters discussed and list people to whom the notes were distributed. The notes were probably prepared by the Secretary by whom they are signed. They are not signed and confirmed by the Chairman as formal minutes would be. Beneath the heading "Matters Discussed" are numbered sub-headings under which summaries of subjects discussed are recorded.

    In accord with the informal nature of the meetings the notes do not record formal decisions of the Commission. The subject matter of these notes is often of an "information sharing" and "house-keeping" nature. Areas covered include policy and procedures, personnel matters, Commission premises and consideration of reports on various matters and projects from committees and other sources.

    P1 Consignment

    The P1 consignment consists of a single loose-leaf binder containing diary notes dated from the earliest meeting of 26 March 1975 to 13 December 1976. Notes dated up to 10 May 1976 include the heading "Diary Notes".

    The papers in this consignment have a perforation in their top left corner indicating that they were once held in a separate file. It is probable that this set of notes was accumulated by the Secretary or one of the other persons to whom copies were distributed.

    There is no reference in the notes to indicate that the meeting dated 17 December 1976 was the last informal meeting conducted. In the absence of subsequent diary notes the end date for this series is determined to be ?1976.


    Preservation Statement

    Consists of seventy to eighty gsm (estimated) foolscap bond white paper perforated and bound into over sized two ringed binder. Estimated approximately one hundred sheets. Most are printed with black typewriter ink, some black carbon copies, some with "tippex" corrections and most with black or blue felt-tipped pen or ball point biro inks. Some sheets are stapled with steel staples. Apart from the two-ring binding mechanism there is no support for the papers. The only external label is written in red biro on white gummed paper.
