- How to use the Records
This series records the annual percentage fees paid by holders of liquor licences. It includes Hotel, Australian Wine, Spirit Merchants' Club, Brewers', Railway Refreshment Room and Canteen licences for metropolitan and country areas. Fees for licences for the sale and supply of liquor were calculated by the Fee Assessment unit of the licensing authority. Licence fees have, from at least the 20th century, been calculated as a percentage of the gross amount spent on liquor purchases for the year preceding the year for which the licence is sought by the licensee.
Content and System of Arrangement/Control
The informational content and system of arrangement of this series varies between the component units. The records have been registered as one series because the primary purpose of the record is similar and for ease of reference.
Units 1 to 3 have a similar proforma format and record information under the following columns:
previous licensing district
location of the hotel
annual payment of percentage fee for each specified year
Unit One covers the period 1927 to 1936 and deals only with hotels (p.1-137) and Australian Wine licences (p.138-151). The volume is divided into 2 sections according to these categories. Within each section the entries are arranged (1) alphabetically by licensing district and (2) alphabetically by hotel name or for Australian Wine licences, alphabetically by name of licensee.
The first two pages of this volume contain an index to licensing districts giving page numbers.
This record commenced in 1927, also gives summary details of total previous fees for the years 1906 to 1915 and 1916 to 1926. It is possible that this information was compiled from VPRS 8161/P1 Annual Summary of Licence Fees Paid. Records for the period 1937 to 1946 were not believed extant at time of transfer.
Unit Two covers the period 1946 to 1954 and is arranged in the same manner as unit one but has no index.
Unit Three covers the period 1955 to 1964 but columns for 1960 to 1964 are blank. The volume is divided into two main sections, Country and Metropolitan and, records percentage fees for many other types of licences than the previous two units of the series.
The Country section contains:
Hotels' (p.1-59) arranged alphabetically by licensing area, then alphabetically by hotel name.
Spirit Merchants' and Grocers' (p.60-75) alphabetically by licensing area, then arranged alphabetically by name of trader or shop name.
Australian Wine Licence (p.76-79) alphabetically by licensing area, then arranged alphabetically by name of licensee.
Clubs (p.80-84) arranged alphabetically by licensing area, then alphabetically by name of club.
Brewers' (p.84-85) arranged alphabetically by licensing area, then alphabetically by name of company.
Refreshment Rooms, Railway (p.86-87) arranged alphabetically by licensing area, then by railway station.
State Electricity Commission Canteen Services (p.88)
The Metropolitan section contains:
Hotels (p.100-140) arranged alphabetically by licensing area (Central, Eastern, Northern, Southern, and Western) and then alphabetically by hotel name.
All other types of licences are arranged in the same order as the Country section but in this instance grouped under the licensing area to which they pertain.

Australian Wine Licence
Unit Four is a different format and records additional information to the previous units. The record is entitled "Purchase and Percentage Fees" and covers the fees paid for the years 1968 to 1974. As is indicated by the title this unit also records the amounts spent on liquor purchases for the two years previous to the fee.
It is not known whether this series continued to be produced in similar format to Unit Four. It would appear likely that some change in the recording of purchase and percentage fees would have occurred in or after 1979 when the EDP system used in the calculation of licence fees was introduced.
