  • How to use the Records
    System of Arrangement/Control

    Series : A system of sequentially numbered permits. There is a separate sequence for each type of permit.

    Function/Contents

    This series consists of the office copies of permits issued by the Liquor Control Commission between 1968 and 1988 in accordance with the provisions of the Liquor Control Act 1968, the Liquor Control Regulations 1968 and subsequent amendments. The permits were maintained by the Commission in loose-leaf folders as evidence of payment of fees and as an accounting document.

    Each type of permit had a separate numbering sequence which commenced from number 1. The information printed on the permit forms was determined by the regulations. Each form was printed in several copies and had tear-off receipts, bearing the same sequential numbers attached.

    Upon an application for a permit being granted, the permit could be issued once the prescribed fee was paid. Under the provisions of the Act and Regulations, certain clerks of Petty Sessions were able to grant some permits.

    Upon payment of the fee a permit would be issued. The tear-off receipt would also be filled in to indicate that payment was made. One copy of the permit went to the applicant while another was retained as the office copy. Details of payment were then entered into various other records including VPRS 7708/P1 Licensing Fund Accounting Records.

    Permits in this series were issued for both licensed and unlicensed premises. In the case of licenced premises the Act provided that permits could be issued which altered the conditions of the original licence to allow, for example, the extension or variation to hours, additional bars, provision of meal service etc. Permits issued for unlicensed premises allowed for liquor to be consumed on unlicensed premises in accordance with specified terms and conditions. Once issued, these permits, for both licenced and unlicenced premises, were in force until 31 December of the year of issue and were then renewable for the following year.

    Related Records

    Another kind of permit which the Commission could grant for unlicensed premises, but not included in this series, were known as Particular Occasion Permits. Those permits were granted to allow unlicensed premises to sell and dispose of liquor only on specified dates for specified functions and were not renewable.

    Sample Retained: Description

    The sample retained consists of eight copies of permits, dated between 1970 and 1980. Some samples have no date. Several of the samples show auditor's marks, have been cancelled and one has a note attached indicating that the permit was not renewed. The sample has been retained in accordance with reference 12.2.1 of the Records Disposal Schedule, Liquor Licensing Commission, PROS 88/15.
