  • How to use the Records
    Function/Contents

    This series consists of a number of sequences of cards created by the Licensing Court of Victoria (VA 2955) and the Victorian Licensing Court (VA 2905) to record information relating to offences committed by holders of Australian wine licences, spirit merchant's and grocer licences and club licences. The information recorded includes:

    type of licence
    location
    licensing district
    name and address of owner
    name of licensee
    dates of offence and conviction
    number of the act and the section of the act under which the offence was committed and dates that notices were posted to owners and licensees.

    The exact function of this series is uncertain. It is probable that the cards were created to record the history of convictions of licensed premises in order to implement provisions of the legislation that allowed for increased penalties to apply when additional offences were committed. Various offences recorded on the cards carried penalties of increased fines and, in some cases, forfeiture of the licence for subsequent convictions. Some examples of these offences are; under the Licensing Act 1928 (No.3717), Section 178 offences relate to illegal Sunday trading with a penalty of forfeiture of licence for a third offence; Section 215 relates to holders of Australian wine licences having any liquor, other than that permitted, on the licensed premises, and carried a penalty of five pounds for a first offense and up to ten pounds for subsequent offences.

    Arrangement/Control

    The cards are arranged primarily by licence type. For Australian wine licences there are separate sequences for surrendered and non-surrendered licence cards (Several sections in various licensing acts provided that licence holders could surrender their licences to the Licensing Court for cancellation). All other licence type cards are non-surrendered. Each licence type is secondarily arranged in groups of metropolitan or country. Within those groups the cards are arranged alphabetically by licensing district and alphabetically by location within each district.

    The non-surrendered Australian wine licence cards in the P1 consignment have also had a numerical sequence from 1 to 102 marked on them. The cards which relate to surrendered licences have the word "surrendered" written across them in red ink.

    Cards in the P1 consignment relate only to Australian wine licences, spirit merchants and grocers licences and registered clubs. It is not known whether this consignment is representative of the whole series or whether other records were created to record similar details for other types of licences. The commencement and end dates for the series are also not known. Similar information relating to convictions of owners of licences premises is recorded in units 4 to 8 of VPRS 7604/P1 and covers the period 1906 to 1939.

    Conservation Statement

    This series consists of yellow index cards printed both sides with black printers ink with entries made by black typewriter ink, red and black fountain pen ink and ball point pen ink. Cards are not housed in original equipment but have been processed into an oversized box and will therefore be subject to "rattling around" in the box. Have been bundled with fabric tape.
