How to use the Records
System of Arrangement/Control
The files are arranged through use of the annual single number method of file registration. Under this system each individual file created in a particular year is allocated a sequential number. Thus file 81/1 represents the first file registered in 1981. The files would have been originally controlled by the records created by the Department of Labor and Industry to control all files in their system. As these control records are not in custody file numbers and titles have been listed on the records description list.

This series comprises files containing correspondence on matters pertaining to liquor control including membership of the Liquor Control Commission, amendments to legislation and other matters as handled by the Department of State responsible for the administration of the Liquor Control Commission. This series comprises files which were originally part of the correspondence system (probably VPRS 6348) of the Department of Labor and Industry, which was responsible for the Liquor Control Commission between 1979 and April 1982 and which were not incorporated into the correspondence systems of the agencies which were subsequently responsible. The files were later transferred to the Liquor Control Commission which retained them in this order apparently for reference purposes.
Top Numbering
Although the filing system imposed on these records dates from 1979 to 1981, file content is dominated by matters handled before 1979 by the Chief Secretary's Department, the agency responsible for the Commission in that period. This apparent discrepancy is due to the filing process known as top-numbering, where files passing to a new agency were given new file numbers (replacing the ones utilised by the previous agency) irrespective of whether the new agency added papers to the files or not.
Some file covers contain two sets of file numbers, the second being a multiple number reference. These numbers were added by the Ministry of Economic Development with a view towards top numbering these files into their correspondence system when it became responsible for the Liquor Control Commission from April 1983.
As the files show no evidence of being handled by agencies which assumed responsibility subsequent to the Ministry for Economic Development, it has been assumed that the files were transferred to the Commission during the period when the Ministry held responsibility (i.e. 1983).
Related Correspondence Series
The Liquor Control Commission also came to maintain a series of Departmental files which are controlled by multiple number registry numbers from the Ministry for Economic Development (VPRS 7711). File contents date from approximately the same period as this series.
The Commission also created and maintained its own separate sequence of files. These files which are controlled through a single number system are registered in VPRS 7698.
