- How to use the Records
The Division of Industrial Development was one of the major operational components of the Department of State Development and Decentralisation, with the others being the Division of Tourism, Department of Immigration and statutory bodies such as the Victorian Development Corporation.
The Division of Industrial Development was responsible for promoting and administering the various incentive and subsidy schemes to attract new industry to Victoria and to encourage industry to move to, and stay in, regional areas.
This series documents the work of the Division in carrying out its functions, and consists of two different types of files. The correspondence file component covers such subjects as assistance to Local Government Municipalities; contact with Associations and Organisations concerned with industry, trade and development; decentralisation, development and promotion committees; liaison with State and Federal departments and authorities; information on industrial areas and particular industries; overseas contacts; publicity for schemes; research studies; and policy material on all incentives, subsidies and grants. Administrative files cover such subjects as staffing, finance and transport, as related to the Division. However, the Central Administration part of the Department did manage some of the administrative affairs of the Division, e.g. staff recruitment and accommodation.
The other component of the series is by far the largest and the files in it are commonly referred to as `company files'. A file was raised for every company, individual or organisation which had contact with the Division. The files contain correspondence between the Division and the Company and between the Division and a third party/s, e.g. local council; notes on contracts made and investigations of cases by Divisional Project Officers; applications for assistance and/or approval as a decentralised secondary industry; certificates of approval issued by the Division and in some cases building plans and proposals. In many cases the files only contain one or two folios although a few contain a volume of documentation where the Division became heavily involved in negotiations over decentralisation or expansion of a company's operations.
The file registration cards for this series appear to have been destroyed and only copies (possibly incomplete) of the subject index cards exist (see VPRS 7339). The current subject and company indexes do contain references to some annual single number series files which were not top-numbered into later systems but which were still required for reference on occasions (see VPRS 7343, Subject Index Cards).
It seems that when the system was set-up in 1976, many files from previous single number and two number series were top-numbered into it although no further papers were added to them. Hence the date ranges of many files pre-date the series. Similarly, many files from this series were top-numbered into the subsequent multiple number series, (VPRS 7323 and VPRS 7316). It seems that no further administrative annual single number files were raised after 1977, although company files continued to be raised until 1978. Papers were added to the files in VPRS 7306 after the creation of the subsequent series. Hence the date range of the file contents post dates the series.
In terms of disposal, it was decided that the correspondence portion of the series would be retained as most files related to operational matters. For the company files, a disposal authority was approved which enabled the destruction of routine files on which no action had been taken for five or more years. Selected company files considered to be of permanent value, together with a sample of other company files, were separated into a permanent consignment and transferred to the Public Record Office.

In accordance with the convention under section 13.2.9 of the Series Identification and Registration Manual 4th edition April 1992, the date range of this series has been amended from 1976 - 1978 to 1976 - by 1979 and the period of recording has been similarly amended to allow the entry of a subsequent relationship to VPRS 7316.
