  • How to use the Records
    During and after the Second World War, the Victorian Government encouraged the establishment and decentralisation of manufacturing industries by offering concessions and practical assistance to firms considering setting-up operations in Victoria.

    The decentralisation schemes were administered by the Decentralisation Division and later, the Division of State Development of the Premier's Department. In 1971, a separate Department of State Development was established of which the Division of Industrial Development was not only the main functional area, but in fact formed the bulk of the Department. This series documents the operations of the above Divisions.

    The series consisted of two different types of files - correspondence files and company files. The correspondence files mainly dealt with administrative and policy issues covering the operation of the decentralisation and industrialisation schemes. Most of these files were top-numbered into later series.

    The company files formed the bulk of this set of files with there being an individual file for every company or organisation which had contact with the Division. They covered subjects such as, loans at favourable interest rates from the Rural Finance and Settlement Commission; assistance to Municipal Councils in order to provide land and/or transfer of key personnel; reimbursement of the transfer of plant and machinery; subsidy for industrial design, railway freight concessions on raw materials and finished products; transport concession for employees; training allowances and housing aid. Application forms for the approval of decentralised secondary industries and their subsequent certificates also accompanied many of the above files. There were only a few folios in many of the files, but a few files contained a large quantity of correspondence, annual reports and documentation regarding the establishment and/or the expansion of firms.

    The single number series appears to have been first established in 1952. Many files were top-numbered into the subsequent annual single number series VPRS 7306 in 1976 and into the multiple number series system. The few non-company correspondence files left in the series have been retained permanently, as have a small portion of the company files which either document the establishment of major industries or the development of important industrial areas, or reflect major changes of policy and significant involvement by the Divisions. The remainder of the company files were destroyed.

    Since files from earlier series were top-numbered into this series, the contents pre-date the series. Similarly, additional papers were added to the files after the creation of the subsequent series. Hence the contents date range post dates that of the series.

    System of Arrangement/Control

    While the registration system is basically single number, some file numbers have an additional suffix usually /1 or /2. For some companies the level of contact with the Division was high and separate files were sometimes raised for the different items of business, e.g. 1014/1 could be the general files for the company and 1014/2 the rail freight concessions files. Similarly, letters were sometimes added to the suffix, e.g. 5370/2D could be rail freight concessions and 5370/2E training allowances concessions.
