Researchers with a specific subject or searching for correspondence from an individual/organisation should consult VPRS 12746 Self-Indexed Register (also known as Correspondence Register Index), Way and Works Branch. The index provides access to the correspondence by subject, place name or location and by name of the correspondent or the organisation.
Index entries were made under the headings, "General Subjects", "Places", "Name of persons and organisations". The index provided the correspondence registration number. The Registration number is a fraction number. The top number is the Secretary's Branch correspondence registration number. The bottom number is the Branch correspondence registration number.

- Function / Content
The Department of Railways was organised into various branches, each with its own separate registry and record-keeping systems dealing with its own activities and administration. The correspondence registered includes correspondence received from the public, other government departments, other railway branches including the Secretary's Branch. The Secretary's Branch correspondence referred to the Branch for action was registered in both systems and filed within the Secretary's correspondence series, ie VPRS 421.
This series documented the activities of the Way and Works Branch of Victorian Railways and the Engineering and Development Group, Transport Operations Division, State Transport Authority. The Group was responsible for the provision of engineering, technical and scientific services, the design of rolling stock, civil engineering, signalling and communications installations and their construction, the setting and monitoring of standards for design, construction and maintenance of all rolling stock and the co-ordination of infrastructure maintenance programs.
The series comprises general correspondence and works files containing correspondence, internal memos, plans of proposed works, tender and contract documents.

- Recordkeeping System
All inward correspondence was registered upon receipt with a sequential number and the year (did not allocate new number each year). After the allocation of registration numbers from the Numerical Register and Movement Books (also known as Correspondence Register) VPRS 12747, details about the correspondence were recorded in VPRS 12746 Self Indexing Register (also known as Correspondence Register Index), Way and Works Branch under sections identified by names of organisations/individuals or subject areas and place names during the period 1967 to 1981.
From 1982 to 1991 the correspondence was indexed on cards located in VPRS 12821 General Index to 12748 General Correspondence and Works Files, Way and Works Branch/Engineering and Development Group.
From 1983, a separate sequence of block numbers commencing from i.e. 6, 000 or 7, 000 or 2, 000 were used for Metropolitan Rail Division ( M.R.D.) civil construction files.
The Numerical Register and Movement Books (also known as Correspondence Register) VPRS 12747 recorded the folio (page) number of the entry in the Self-Indexing Register in VPRS 12746 until 1981 and from 1982 to 1991 the card number and the index section number recorded on the card located in VPRS 12821 General Index to VPRS 12748 General Correspondence and Works Files, Way and Works Branch/Engineering and Development Group, Transport Operations Division.
The general correspondence and works files are located in VPRS 12748 (this series).
A separate sequence of location index cards was maintained in VPRS 12749 Location Index Cards, Way and Works Branch.
