  • How to use the Records
    This series comprises submissions to Cabinet from 1982 to 1999 and submissions to Cabinet Committees from 1987 to 1994.

    How to identify and locate submissions for 1982 to 1992:

    Consult VPRS 11954 Register of Cabinet and Cabinet Committee Submissions (Database Output), Cain-Kirner to identify submissions in which you are interested. VPRS 11954 comprises a database output, in spreadsheet form that lists, for each submission:

    - submission number
    - Minister/portfolio
    - date receieved
    - title.

    Submission numbers for the years 1982 to 1986 can also be obtained from VPRS 11945 Register of Cabinet Submissions and VPRS 11947 Registers of Submissions Relating to Appointments.

    Some records in this series were found to be duplicates, and therefore sentenced as temporary records, under Public Record Office Standard 13/06 Variation 1, class 1.2.2 and destroyed in 2016. (P0002 & P0004)

  • Function / Content
    This series comprises submissions to Cabinet from 1982 to 1999 and submissions to Cabinet Committees from 1987 to 1994. The P0001 to P0003 consignments comprise the Master and the Reference set of Cabinet and Cabinet Committee submissions during the Labor Government of April 1982 to October 1992. Submissions prepared under the Liberal Government which took office in October 1992 comprise the P0005 to P0007 consignments.

  • Recordkeeping System
    Cabinet Recordkeeping

    In April 1982 a Labor Government was elected. The new government formalised the Cabinet process and established a Cabinet Office within the Department of Premier and Cabinet to operate as a Secretariat. Precise records creating requirements were introduced and a system of using submissions to bring matters before Cabinet was established. This system was set out in detail in the 1989 and 1997 editions of the Cabinet Handbook (see VPRS 11953).

    Cabinet usually met weekly. Throughout the period of Labor government meetings were at 10am on Mondays.

    Many matters requiring Cabinet's consideration were brought to Cabinet by a Cabinet Submission. Submissions were lodged with the Parliamentary Secretary of the Cabinet, ideally twelve days prior to the meeting at which they were to be considered (although often this deadline was not met) and were distributed to Cabinet members prior to the meeting. Further information about submissions appears below.

    For each meeting an agenda was prepared by the Parliamentary Secretary in liaison with the Cabinet Office and distributed a few days prior to the meeting.

    Officers of the Department of the Premier and Cabinet provided a written briefing to the Premier on some matters to be considered by Cabinet. Briefing papers for the years 1982 to 1992 comprise VPRS 11951 Agenda and Premier's Briefing Papers I. For agenda and briefing papers 1992 to 1999 refer to VPRS 12340 Agenda and Premier's Briefing Papers II. Some other Cabinet Ministers may have also received additional briefings from officers of their departments.

    Officials did not attend Cabinet meetings until October 1992. From October 1992 the Department of Premier and Cabinet was represented at Cabinet meetings by the Department Secretary or his representative. The Departmental Secretary's Cabinet Notebooks, containing notes taken at Cabinet meetings, comprise VPRS 12493 Secretary's Cabinet notebooks.

    The Parliamentary Secretary of the Cabinet took a record of the decisions of Cabinet and prepared a Cabinet Record of each meeting. This summarised the decisions of the meeting. Each Cabinet Record was approved by the Premier then copies were sent to all Ministers. The master was retained in the Office of the Parliamentary Secretary and ultimately bound into volumes. Bound Cabinet Records comprise portion of VPRS 11948 Cabinet Record I 1982 to 1992 and VPRS 12341 Cabinet Record II 1992 to 1999.

    The Cabinet Office also maintained a register of Cabinet decisions as required by section 10 of the Freedom of Information Act 1982. This register was a separate document from the Cabinet Record and its content was approved by the Premier. The register comprises VPRS 11949 Register of Cabinet Decisions (FoI).

    Cabinet Submissions

    Multiple copies of each submission to go to Cabinet were made either by the department of the Minister making the submission or the Cabinet Office and each copy received a copy number. In 1989 forty copies of each submission were needed and were numbered 1 to 40. Each Minister received a set of submissions (for example the Minister for the Arts may have received copy number 15 of all submissions) and some copies appear to have been used for reference by the Cabinet Office and senior officials.

    By 1985 copy number 20 of all submissions was considered to be the Master set of submissions and was retained in the Cabinet Office.

    Submissions pertaining to draft bills for consideration by Cabinet were identified by the use of a B (for Bill) prefix (for example B5922).

    Modified versions of the same submission may have been presented to a number of different meetings. An alphabetical suffix was used to indicate the new version. (For example submission number 1644A represented the second version of the submission in question.) This suffix was also used for Bill and Committee submissions.

    Submissions relating to Appointments

    Between May 1984 and December 1986 submissions relating to appointments to senior government and statutory positions were numbered in a separate sequence from other Cabinet submissions. This sequence commenced at number 1 in May 1984. All appointment submissions were given the prefix AP. Despite being numbered separately AP submissions were interfiled with ordinary submissions until 1994; from then they were filed separately in VPRS 12339 Submissions relating to Appointments. Thus in this series there is a submission number 1 (dated April 1982) then an AP1 (dated May 1984), a submission number 2 then an AP2 and so on.

    Cabinet Committees Submissions

    Cabinet formed a number of standing or ad-hoc Committees to consider various matters. The 1982 to 1992 Labor Government used the Committee system extensively. Submissions were prepared for matters to be dealt with by a Committee in much the same way as for the full Cabinet.

    The system for filing submissions to Committees varied during 1982 to 1994. From 1982 to December 1986 submissions to Cabinet Committees were not numbered or filed in the same sequence as Submissions to the full Cabinet. Series comprising submissions to Committees for this period are listed in the agency description for VA 2989 Cabinet Office.

    From January 1987 to 1994 submissions to Committees were numbered in the same numbering sequence as submissions to the full Cabinet and are therefore included in this series (VPRS 11944). Committee submissions were distinguished from full Cabinet submissions by the use of prefixes denoting the names of Committees (for example CP2750).

    From 1994 to 1999 minutes of some committees became reports and were registered as Cabinet submissions with the prefix CR (Committee Report) with a separate numbering sequence. These were filed separately in VPRS 12338 Cabinet Committee Reports.

    Cabinet Submission Numbering System

    From 1982 to 1986 submission numbers were allocated from a manual register. Refer to the series information for VPRS 11945 Register of Cabinet Submissions for further information.

    From October 1986 a computer database was used to register and control submissions. When the computer database was introduced the backlog of submissions dating from 1982 to October 1986 was entered into it.

    From 1986 to 1994 the Cabinet Office controlled submissions with a database on a stand alone computer using PRIME software (see VPRS 11954 Alphabetical List of Cabinet and to Cabinet Committee Submissions) and from 1994 on a network using Lotus Notes software. Upon receipt of a submission, the Cabinet Office entered details of its subject matter, the Minister submitting it and the date it was proposed to go to Cabinet into a computer database. The database allocated a submission number which was written on each copy of the submission.

    Submissions from the Labor Government (April 1982 to October 1992) were numbered in a sequential system with the first submission lodged in 1982 being numbered 1 and the last in September 1992 numbered 8679. When the Coalition formed the government in October 1992 the sequence recommenced at number 1000.
