    The Role of the Priorities, Planning and Strategy Committee of Cabinet

    It appears that Cabinet decided to establish the Priorities, Planning and Strategy Committee as a standing committee of Cabinet in 1985. An examination of the records in this series suggests that the Committee considered a wide range of issues which were considered to have major budgetary or political implications for the government. The Committee continued to operate until at least 1989.

    Cabinet Recordkeeping prior to 1982

    Although a system of Cabinet Government is thought to have operated in Victoria since the commencement of responsible government, very few records relating to Cabinet meetings prior to the 1980s are known to be extant and little is known about the record-keeping processes associated with Cabinet throughout this period. Apart from records of the Cabinet Sub-Committee for Commonwealth Celebrations 1901-1902, no records of Committees of Cabinet prior to 1982 are known to be in public custody.     Cabinet and Cabinet Committee Recordkeeping from 1982

    In April 1982 a Labor Government was elected in Victoria. The new government formalised the Cabinet process and established a Cabinet Office within the Department of the Premier and Cabinet to operate as a Secretariat.     The Labor government also established a number of standing and ad hoc committees which examined and reported to Cabinet on particular issues. Cabinet Committees used submissions as a means of bringing matters to Committee in a similar manner to the full Cabinet. Submissions were lodged with the Cabinet Office and distributed to Committee members prior to the meeting. The Cabinet Office also assisted in preparing agendas for Committees and recording their decisions, although the exact practice varied between different Committees. In many instances the deliberations of a Cabinet Committee were written into the form of a submission to the full Cabinet.     Subsequent Series

    In January 1987, as a result of the introduction of a computer system for registering Cabinet submissions, the practice of filing the submissions of each Committee separately was abandoned. Thereafter submissions to the Priorities, Planning and Strategy Committee and all other Committees were numbered and filed in the same sequence as submissions to the full Cabinet. They will therefore be found in VPRS 11944 Master Copy of Cabinet and Cabinet Committee Submissions. Committee submissions in VPRS 11944 were distinguished from full Cabinet submissions by the use of prefixes denoting the names of the Committees. The letters CP before a submission number denotes the Priorities, Planning and Strategy Committee.   • Recordkeeping System
    Until January 1987 submissions to Cabinet Committees were controlled by VPRS 11943 Register of Submissions to Cabinet Committees. The register allocated numbers from a separate sequence for each Committee. Each sequence began at 1, and roughly corresponded to the order in which the submissions were received by the Cabinet Office.

    Multiple, numbered copies of each submission and were made for distribution. At least one copy of each submission was retained and filed in numerical order within each sequence.

    According to VPRS 11943, 132 submissions to the Priorities, Planning and Strategy Committee were lodged from 1985 to 1986.
