- How to use the Records
Consult the Records Description List for this series to identify the unit (box) which contains the items you require. Where possible files have been listed by title allocated by Dr Allen, where no official title exists files are listed by a title allocated by Department of Education staff.
- Function / Content
Series consists of records accumulated by Dr Ian Allen, Deputy Chair Victorian Post-Secondary Education Commission (VPSEC) 1991-1993 and Director Policy and Planning Division Department of Education 1993-1995.
The General Correspondence Files of VPSEC (1991-1993) (see VPRS 11405) and the General Subject Correspondence Files, Multiple Number System (Office of the Secretary) (1993-1995) (see VPRS 11406) have also been transferred to the PRO. Dr Allens records have been retained permanently because Department of Education staff believe that the majority of his records would not be duplicated by these two series of General Subject Correspondence Files, and that his files supplement the two General Subject Correspondence Files series. The three series combined provide a more complete record of the functions and activities of VPSEC 1991-1993, and the policy and planning function for higher education from 1993-1995.
- Recordkeeping System
The series is accumulative, the original order is no longer evident. Some of the records were stored in lever arch files while others had been placed in manilla folders and bundled together. Through necessity an artificial order has been imposed and the files have been grouped into broad subject categories.
The series has been arranged as follows:
1. Ministerial Briefings (August 1991-November 1993) - includes briefing notes to the Minister for Employment Education and Training, and from late 1992 the Minister for Tertiary Education and Training providing information, recommendations on various issues re higher education, memoranda to ministerial advisers, copies of speeches, summaries of reports, media releases, correspondence for signature, copies of signed outward correspondence.
2. Ministers Executive Committee Meetings (December 1991 - January 1992) - includes agenda, minutes (known as Action Record) and committee papers. The Executive Committee consisted of the Minister for Education and Training, Ministerial advisers, (Acting) Chief Executive of Ministry of Education, and Chief General Manager of OSA (unknown acronym), Acting General Manager Office of the State Training Board, General Manager Division of Further Education, (Acting) Chair of VPSEC.
3. Higher Education Campus Options in South Eastern Growth Area (June - August 1992) - includes Dr Allens copies of correspondence, reports, memoranda re higher education planning, funding, amalgamations of institutions, sites for new campuses, new higher education institutions in south-eastern growth area, petitions, ministerial correspondence.
4. Institutional Amalgamations - Correspondence, reports, plans re proposed amalgamations between higher education institutions. (i) General files 1989-1991 (ii) Swinburne Institute of Technology (1989-1992) (iii) Victorian College of Pharmacy, University of Melbourne and Monash University (1989-1992) (iv) Australian Catholic University (1990-1992) (v) La Trobe University, Phillip Institute of Technology, Bendigo College of Advanced Education, Lincoln Institute, Wodonga Institute (1988-1992) (vi) Deakin University, Warrnambool Institute, Victoria College (1989-1992) (vii) Victoria University of Technology (Royal Melbourne Institute of Technology, Footscray Institute, Western Institute) (1989-1992) (viii) Ballarat University College (1989-1990) (ix) University of Melbourne, Hawthorn Institute, Victorian College of the Arts (1989-1992) (x)Royal Melbourne Institute of Technology and Phillip Institute of Technology
5. Swinburne University of Technology - files re the development of a new campus of Swinburne at Lilydale.
6. Property redistribution issues due to Institutional Amalgamations - files re the redistribution of property resulting from institutional amalgamations - Monash University, La Trobe University, La Trobe University in Northern Victoria, University of Melbourne, Victoria University of Technology and the Caloola Training Centre site.
7. Victorian Post-Secondary Education Commission (VPSEC) - File re VPSECs role, issues and structure.
8. Caloola Training Centre (1992-1993) - Files re use of the site to cater for post-secondary education needs in Sunbury and Macedon Ranges Region, reports, correspondence.
9. National Academy of Music - Minutes of Directors meetings, correspondence, reports, conservation analysis of South Melbourne Town Hall (includes photos).
10. Student Unionism (1993-1995) - Files re the Tertiary Education (Amendment) Act including Commonwealth counter legislation; correspondence, reports.
11. Ministerial Council on Education, Employment, Training and Youth Affairs (April 1994) - minutes and papers of the inaugural meeting of the Council.
12. Visitors Book State College of Victoria Central Office (1974-1989) - first signature - Sir Henry Winneke Governor of Victoria
