  • Function / Content
    Records in this series consist of a wide variety of correspondence, reports, official papers, petitions and other records related to the evolving office of the Governor of Victoria and the exercise of the constitutional functions of the office. Among matters covered by records in this series are events at Ballarat in 1854, the appointment and dissolution of Ministries, petitions from communities and citizens and matters relating to functions such as defence and foreign relations exercised by the pre-Federation Victorian Government.

    It is unclear why this series has been identified as "Special Files". An examination of the contents of this series indicates that it contains files:

    - created from the era of the Lieutenant Governor 1851-1855

    - of a similar nature to those found in VPRS 7571 indicating that these were maintained as reference and procedure files by the Official Secretary to the Governor, and

    - of a size that prevented their storage within the registered inwards correspondence filing systems for the Governor (VPRS 4066, VPRS 1096 and VPRS 7575). Some of these particular files contain file numbers on them that suggests these were originally registered as part of VPRS 1096 or VPRS 7575.

  • Recordkeeping System
    All of the records in this series were maintained within a system in which files were allocated a bundle (later known as a carton) number and a sequential number within the bundle or carton. Files within a bundle or carton were created from around the same time period. Tags created as part of this system enabling files to be visibly located within the registry in which these were originally stored have been retained within many of the files.

    No control records (such as an index or register) is known to exist for this series and it is assumed that the tags performed at least part of this function. All details from the file cover and tag (i.e bundle/carton number, sequential number within the bundle/carton and file title) are recorded in the consignment listing.
