Description of this Series
How to use the Records
Series registers correspondence received by the Premier's Department relating to its general administrative activities. All correspondence is registered in an annual single number sequence.
Correspondence was filed by a system of "top-numbering" i.e. the whole correspondence file would be filed according to the registered number of its most recent paper, its "top-number". Once any further correspondence is received on the subject the most recent paper with a new registered number is placed on the top of the file thereby altering the file's top number and altering its position within the series as a whole.
All registrations in the volumes make reference to the registration numbers of the previous and subsequent papers received on that particular subject. Therefore it is necessary to follow numbers through the register until you reach the "top-number", i.e. a stage where there are no subsequent papers on that file, before you can access the correspondence in VPRS 1163 Inward Correspondence Files.
There is no index to individual correspondence. However prior to referring to the registers, researchers can use VPRS 7611 Subject Card Index to Inward and Outward Correspondence if they are unsure of dates of correspondence. This will refer them to the registration number of the most recent paper (the top number) and numbers of previous papers. However the reliability of this card index is unknown and it should not be used as a substitute for the registers themselves. It should be used merely to access the registers if necessary. Warning: It appears that the Subject Card Index was not used much during 1970 and 1971.
Numbers are not listed sequentially within each register itself. A small volume, placed at the back of each register, allocates registration numbers to particular folios within the volume. The folios (1 - 52) are tagged for ease of reference. Therefore it is necessary to consult this index before a registration number can be located within the volume.
If a particular file cannot be located in this series, then the file may be found in VPRS 7614. This series was commenced in 1972 when the whole registry system was altered. Most of the active files were brought forward into the new system.
However, reference to the new system's registration numbers, the multiple number sequence, has not been made in these registers. Therefore if it is believed that a file has been brought forward into the new multiple number system it will be necessary to consult the controlling series of the new correspondence series before the file can be located.

SYSTEM OF ARRANGEMENT/CONTROL:
SERIES: Chronological. Each year is allocated one volume.
Date is stamped on spine (1918 - 1971).
CONTENTS: Registered numbers are allocated to numbered folios
within the register by an attached smaller volume at
the back of each register (Entries 1918/1 - 1971/ ).
