Appointment

In 1981 the Minister for Economic Development assumed responsibility for the development and decentralisation functions previously carried out by the Minister for State Development, Decentralisation and Tourism (VRG 70).

Economic Development

The Minister was particularly concerned with decentralisation and industrial development including the:
establishment and development of country based industry
provision of financial and other assistance to approved decentralised industry
development of amenities in country areas
promotion of commerce and small business through the Small Business Development Corporation
encouragement of interstate and overseas investment in Victoria
export marketing of Victorian primary products and resources, manufactured goods and tertiary services
co-ordination and facilitation of large investment projects, major state projects and growth centres (eg. through the Victorian Economic Development Corporation - see VA 1109).

Regional Development included the promotion and development of industrial, commercial and other business undertakings and employment opportunities with particular emphasis on the Albury-Wodonga and Geelong regions through the Albury-Wodonga (Victoria) Corporation and the Geelong Regional Commission (VA 426).

Tourism and Liquor Licensing

From January to July 1981 the Ministry for Economic Development (VA 2880) was responsible for tourism functions. During this period the Ministry reported to the Minister for Tourism (VRG 89) in the administration of these functions.

In July 1981 the Ministry for Tourism (VA 2879) was established with responsibility for tourism functions. In December 1982 the Tourism portfolio (VRG 89) was abolished and the Minister for Economic Development assumed responsibility for tourism and liquor licensing from this portfolio as well as for the Liquor Control Commission (VA 1110). The Victorian Tourist Commission (VA 2871) was established in 1983.

NOTE: For a brief account of tourism administration between 1888 and 1987 see VRG 91 Tourism III. See VRG 82 Industry, Technology and Resources for a brief account of liquor licensing from 1968 to the present.

Transfer of Functions to Industry, Commerce and Technology

In November 1983, the Minister for Industry, Commerce and Technology (VRG 77) became responsible for all functions previously administered by the Minister for Economic Development.
