Following the re-election of the Bracks Government in November 2002, a Resources portfolio was established with the appointment of a Minister for Resources. The portfolio comprises part of the former Energy and Resources portfolio (VRG 133 Energy and Resources I).
The appointment was published in the Victorian Government Special Gazette number 231 (S 231) on 5 December 2002 (republished for reasons not researched on 13 December 2002, S 236).
Certain acts previously assigned to the former Energy and Resources portfolio were transferred to the newly appointed Minister for Resources on 5 December 2002, by Administrative Arrangements Order number 182, and on 30 December 2002, by order number 183. The orders were published in the Victorian Government Special Gazette number 231 (S 231) on 5 December 2002, and number 252 (S 252) on 30 December 2002, respectively.

*There appears to have been some initial uncertainty surrounding responsibility for these Acts. Responsibility for the Fuel Emergency Act was subsequently transferred to the Minister for Energy Industries on 19 February 2003, under Administrative Arrangements Order number 185, Vic gov gaz special, S 22. The same order also "transferred" responsibility for the Pipelines Act from the Minister for Energy Industries to the Minister for Resources, even though, according to the General Order of 5 December 2002, the Act was already assigned to the Minister for Resources.
In August 2005 the Minister for Resources assumed responsibility for the Mines (Aluminium Agreement) Act from the Minister for Resources.
The portfolio was abolished following the re-election of the Bracks government in November 2006. All acts assigned to the Minister at the time of abolition were subsequently transferred to the newly created Energy and Resources portfolio (VRG 160 Energy and Resources II).
