In 2002, following the re-election of the Bracks Government, a portfolio of Employment and Youth Affairs was created with the appointment of a Minister for Employment and Youth Affairs. The appointment was published in the Victorian Government Gazette No. S236 on 13 December 2002. The Minister for Employment and Youth Affairs was assigned all Acts previously the responsibility of the Minister for Employment as part of Administrative Arrangements Order No. 183. This was published in the Victorian Government Gazette No. S 252 on 30 December 2002.
The Minister was assisted by the Department of Victorian Communities (VA 4562). Acts assigned to the Minister at time of appointment:
Girl Guides Association Act 1952
Scout Association Act 1932
The portfolio of Employment and Youth Affairs was not retained after the re-election of the Bracks Government in 2006. It was replaced by the portfolios of Skills, Education Services and Employment (VRG 149), and Sport, Recreation and Youth Affairs.
