Following machinery of government changes following the November 2006 re-election of the Bracks Government, a Skills, Education Services and Employment portfolio was established with the appointment of a Minister for Skills, Education Services and Employment.

The portfolio comprised parts of the former Education Services (VRG 35) and Education and Training (VRG 154) portfolios. The appointment was published in the Victorian Government Gazette number S 315 on 1 December 2006.

All Acts previously assigned to the former Education Services portfolio and some Acts previously assigned to the former Education and Training portfolio were transferred to the Minister for Skills, Education Services and Training on 5 December 2006 under Administrative Arrangements Order number 192. The order was published in the Victorian Government Gazette number S 317 on 5 December 2006. Other Acts relating to education (particularly school education) were assigned to the Minister for Education.

This portfolio fell over three Departments, with the Education Act 1958 and Teaching Service Act 1981 being supported by the Department of Education (VA 4830), the Adult, Community and Further Education Act 1991 being supported by the Department for Victorian Communities (VA 4564) and all other Acts (that is those relating to tertiary education and training) supported through the Department of Innovation, Industry and Regional Development (VA 4564).

In April 2007, the Minister was assigned parts of the Education Act 1958 which were concerned with the provision of education to overseas and international students, essentially assigning responsibility for this function. This change was published as part of Administrative Arrangements Order No. 197 in the Victorian Government Gazette number S 77, 3 April 2007.
