The committee was established on 30 September 1913 to inquire into and report upon the housing of the people in the metropolis.
The Committee was established to examine slum areas within Melbourne. In its report, the Committee found that the housing of the people in portions of the metropolis is most disgraceful, and that the conditions under which the unfortunate residents of some of the slum areas exist are a menace not only to themselves but to the health of the community a large.
The Committee therefore recommended a Royal Commission be established to undertake a further investigation into this problem.
