The Premiers Drug Advisory Council was appointed in December 1995 to conduct a detailed investigation into illicit drug use in Victoria.
The Terms of Reference were to inquire into and, where applicable, make recommendations to the Government on :
the nature and extent of trafficking in and the use of illicit drugs within Victoria
approaches to deterring the manufacture, supply and distribution of illicit drugs in Victoria, including consideration of legislative and law enforcement arrangements, and examination of collaboration and co-operation between relevant agencies
approaches to preventing use of illicit drugs in Victoria and reducing demand for them, including consideration of educational programs, welfare, support and rehabilitation arrangements
recent Australian and international experience in the development of strategies and specific programs - including law enforcement, education and treatment programs designed to combat the manufacture, supply, distribution and use of illicit drugs.
The Council consulted with the community seeking written and oral submissions from a wide range of individuals and organisations. The Council also conducted public hearings in Melbourne, Shepparton, Bendigo, Ballarat, Dandenong, Footscray and Geelong.
The Council presented its report in March 1996 outlining the facts and reasoning which support its recommendations.
