Provision for the establishment of the Metropolitan Fire Brigades Board and the Country Fire Brigades Board was made under the Fire Brigades Act 1890.

The first meeting of the Metropolitan Fire Brigades Board was to be held 6 March 1891 at the Melbourne Town Hall and the first meeting of the Country Fire Brigades Board was to be held 18 March 1891.
